A TRIBUTE: CEZA, STURDY AT 30

Three decades have passed since the creation of the Cagayan Economic Zone Authority (CEZA) through Republic Act 7922. Over the years, CEZA has transformed visions into reality and opportunities into prosperity, proving it is indeed sturdy at thirty.

Laying the Foundations

CEZA’s roots trace back to the early 1970s, when President Ferdinand Marcos Sr. established Port Irene (formerly Casambalangan Port) as a hub for timber exports. While initial plans for a special economic zone in Cagayan were deferred in favor of other locations, the vision for economic transformation never faded.

In 1995, that vision materialized when President Fidel V. Ramos signed R.A. 7922, championed by Senator Juan Ponce Enrile. This landmark law established CEZA as a freeport and special economic zone, setting the stage for regional and national growth.

Building a Competitive Freeport

Appointed in 1997 as CEZA’s first Administrator and CEO, Atty. Rodolfo O. Reyes secured key agreements with national agencies, laying the groundwork for CEZA’s governance and operations. The 2000s saw major developments, including the rehabilitation of Port Irene, the improvement of road networks, the development of a 2.1 km runway to enhance accessibility, and the implementation of policies to attract investors.

By 2006, CEZA pioneered the interactive gaming industry, becoming Asia’s first and only jurisdiction for interactive gaming—driving foreign investments and job creation. Strategic projects, such as the expansion of Port Irene’s breakwater, road network enhancements, and airport development, reinforced CEZA’s position as a prime investment hub.

On May 24, 2023, President Ferdinand Marcos Jr. appointed Sec. Katrina Ponce Enrile as CEZA Administrator and CEO. She took her oath on June 7, 2023, before the President, alongside her father, Sec. Juan Ponce Enrile.

Commitment to People and Sustainable Growth

Beyond economic gains, CEZA has prioritized community welfare through livelihood programs, skills training, and workforce development. A volunteer program launched in 1997 solidified CEZA’s partnership with the people of Cagayan, fostering trust and shared progress.

Emphasizing its “Nature and People, Thriving as One” anniversary theme, CEZA continues to champion sustainability—empowering employees, enhancing governance, and ensuring balanced growth for both people and the environment.

Under the leadership of Secretary Katrina Ponce Enrile, CEZA is embracing modernization, digital transformation, and sustainable development. With plans for infrastructure upgrades, green energy projects, and stronger international collaborations, CEZA is poised for even greater success.

From a modest timber port to a thriving freeport, CEZA’s 30-year journey is a testament to resilience, vision, and transformation. As it bridges history and the future, CEZA remains dedicated to economic growth, community empowerment, and environmental sustainability—proving that with determination, anything is possible.
